Like the title say. The MC doesnt want to become system (OP) He has OP setting that can sheepherd humanity to be what he want but he chose to become a Ram (sheep leader) in flock of sheep. So, this is a story of kingdom building by one person instead of cultivating people to build a kingdom like decent system. But, its good story. If you liked a story about kingdom building from scartch (tribal clan society) then this is for you.
