It's funny how a person with only the most basic weapons like swords, knives, bows and arrows can take out more zombies than a well-organised army with guns. All zombie apocalypse movies or novels are based the premise that the government has already collapsed because unless there's a mass extinction that instantly wipes out more than half of the world's population and catch everyone unprepared, there's absolutely no chance that a government body will collapse so easily. You can argue that new enemies, unknown weakness. C'mon, unless the apocalypse takes place in the medieval era or a world that doesn't have any zombie-related media, how can anyone not know about shooting zombies in the face? Besides, the army could only have so many idiots, everyone would find out where to shoot eventually. But there are zombies that can't be hurt by bullets? Only because the caliber isn't big enough. Our normal rounds are optimised to fight against humans. However, that doesn't mean there is no big round being circulated. What do you think elephants an bears are hunted with? We have no need for such rounds before because there's no incentive. Furthermore, even if all of our rounds are ineffective, the army is efficient, the scientists are efficient, eventually new and effective rounds would roll out and get distributed to the troops. Firearms are literally the most lethal and efficient personal weapons to have been ever invented, and the fact that a bunch of survivors snorting stuffs they dig out from extremely infectious zombie's brain can fight better than a well-equipped army cracks me up everytime.

I agree that the weapons selection seems more out of place, but you have to take it into context of the story environment. Highly infectious, community fragmented, rapid evolution at a superhuman level, zombies mutation to natural disasters levels, etc.. So even if you get rounds that can penetrate diamond hard surfaces. Don't forget that these monsters also evolve their speed at levels where normal humans can't follow, regeneration speed that heals almost as fast as you can shoot, never ending endurance, flesh where normal rounds won't penetrate, and don't forget the dangers of infection from those zombies. In some case they can call in their own reinforcements, have flight or other scary abilities.
